SteamPipe is capable of only sending pieces of larger files. So in this case they had 5GB of files that all got changed in some way. If there is a 1 GB file they make a 1KB change in, then Steam will download to you the new version of that 1GB file. Yes, it updates the specific files that have been changed. The Steam patching system is supposed to only update the things that have been changed. I assume that you did not make 5 gigs worth of changes.
